This study is aimed at: 1) identifying the description of organizational climate and employees' performance of the Pertamina UPPDN-V Surabaya, 2) identifying the effect of organizational climate comprising the variables of leadership(X1), motivation (X2), communication (X3), interaction-influence (X4), decision making (X5), goal setting (X6), and control (X7) on employees'performance, and 3) identifying the variable of organizational climate which dominantly effects the employees' performance. In achieving the goal, the explanatory method with descriptive analysis and inferential analysis (through two analysis i.e. correlation and multiple linear regression) were used. F-test and t-test with alpha 10% were used to test the significance of research variables. The data were taken from all ordinary officers (in the group 16-10) of the Pertamina UPPDN-V Surabaya using the proportional random sampling technique and 10% precision method to take the sample. The total number of respondents was 88 respondents. Questionnaire (main instrument), interview and documentary were used in collecting the data. The result of this study shows that: 1) the organizational climate of Pertamina UPPDN-V Surabaya was consultative, with employees' performance degree was very satisfying, 2) the organizational climate correlated with the employees' performance (R = 0.73555), 3) silmutaneously, all the organizational climate variables significantly effected the employees' performance with an effect contribution of 54.10%, and 4) the dominant variable effecting the employees' performance was the decision making variable(X5) with a partial determination coefficient (r2) of 0. 15639 and Beta (b) = 0.40042.
